Motion 2 Discussion – Support

The Constitution of the Canadian Radio Yachting Association states that organization’s purpose is to promote the designing, building, racing, and recreational sailing of radio-controlled sailboats. This includes promoting competitive activities on a local, national and international basis as well as encouraging fellowship, among radio-control sailors.

Local clubs take on significant financial risk when offering to host annual and regional championships and as a result are reluctant to take on the challenge of organizing a sanctioned regatta. There are start-up and fixed cost commitments that must be made well before registration numbers are known. It is likely that host clubs would be able to maintain or even reduce current levels of entry fees and increase participation if the proposed subsidies were available. Smaller classes would be able to use Regional and National Championships to build their fleet numbers. To provide a per participant financial support would be too late and introduces a bias toward the already established larger fleets.

The proposed annual budget of $3,000 for subsidies could, for example, support four, two-day Canadian Class championships and nine, one-day Regional Class Championships.

The CRYA currently has significant surplus funds (approximately $14,000, a large sum on a per member basis) and should therefore be able to support the suggested number of regional and national sailing championships annually for its members for more than 10 years without having to make any change in CRYA fees.

The CRYA is a not-for-profit organization and any surplus is owned by the membership. This amendment allows the individual members to ensure their surplus is returned and used in an equitable manner.

Item 3. c) and d) in the proposed amendment makes provision for executive review annually thereby ensuring CRYA’s long term financial integrity is maintained.
